Munich 1920. Inspector Reitmeyer has returned from the war and is trying to hide the traumata incurred there from his surroundings, muffling the panic attacks by playing the violin, despite the fact that the police has their work cut out for them: food shortages and inflation have lead to a wave of thefts sweeping the city and to thriving business for black-marketeers and traffickers.

That's when young Cilly Ortlieb, small-scale actress in seedy productions of the Munich-based movie studio Emelka, is found dead in the cellar of an inn. What first looks like an accident is soon discovered to be murder committed with large dose of morphine.

While the right-wing Einwohnerwehr is marching through the streets of Munich, Inspector Reitmeyer – watched suspiciously by his superiors – searches illegal gambling halls, bars and secret brothels for a double murderer. In the course of his search, he meets Gerti Blumfeld, who has met one of the victims while looking for her missing sister and who soon becomes the killer’s target herself…
