He understands the ›bourgeois public sphere‹ as a category typical of an epoch, one that cannot be separated from the specific history of the development of the ›bourgeois society‹ that originated in the European High Middle Ages. He understands the ›public sphere‹ as a historical category and shows, for example, that one can only speak of ›public opinion‹ in the precise sense in late 17th century England and 18th century France.
